What is the Labelling Manual?

The IFRA-IOFI GHS Labelling Manual assigns hazard classifications and labelling guidance for fragrance and flavor materials following the rules of the United Nations Globally Harmonized System of Classification and Labelling of Chemicals (GHS) and the UN Recommendations on the Transport of Dangerous Goods (TDG).

Prepared by the IFRA-IOFI GHS Task Force, the GHS Labelling Manual classifies fragrance and flavour materials following the criteria laid out in the United Nations GHS guidance document, known as the Purple Book’.

The GHS Labelling Manual contains all classifications that have been ratified by the GHS Task Force since its creation in autumn 2008.

A new edition of the GHS Labelling Manual is produced in January each year and is distributed to IFRA and IOFI members, downstream associations worldwide and other interested parties.

Implementation and availability

After the publication of the GHS Labelling Manual, IFRA and IOFI members are encouraged to implement the new or modified classifications within six months.

The information in the GHS Labelling Manual represents the views of the IFRA-IOFI GHS Task Force. It does not create an industry standard, and is provided as only one source of information to be considered in developing warnings or labelling.

In addition, it does not constitute the findings of safety or a judgment as to whether any product requires special handling.

The GHS Labelling Manual is distributed free of charge upon request.

The GHS Labelling Manual is available via Sharepoint (for IFRA members), or by contacting their National Association.
